# Why Did Meta Decide Not to Deliver Message?

### Overview

The Message Undeliverable error indicates that WhatsApp was unable to deliver your message to the recipient. While this may appear to be a messaging issue, it is typically caused by factors related to the recipient's WhatsApp account, device, or Meta's messaging policies rather than a problem with your Picky Assist account.

Before delivering a business-initiated message, Meta evaluates several factors related to both your WhatsApp Business Account and the recipient. Based on these checks, WhatsApp determines whether the message should be delivered, delayed, or rejected.

As a result, you may not always see a 100% delivery rate for official WhatsApp messages. Message delivery can be affected by various WhatsApp messaging policies, anti-spam measures, recipient eligibility checks, and platform restrictions.

It is important to note that Picky Assist does not control the final delivery of WhatsApp messages. Our responsibility is to submit messages to WhatsApp's servers in accordance with Meta's technical guidelines. Once a message is accepted, WhatsApp independently decides whether it will be delivered, throttled, delayed, or rejected.

This guide explains the most common reasons for Message Undeliverable errors and the recommended steps to resolve them.

* The recipient's phone number is not registered with WhatsApp.

You can confirm this by asking the recipient to send you a message first or by checking whether the number has an active WhatsApp account.

**2. Ask the Recipient to Update WhatsApp**

If the recipient is using an older version of WhatsApp, ask them to update the application to the latest version available from the official app store.

**3. Ask the Recipient to Accept WhatsApp's Terms**

Sometimes users cannot receive messages until they accept WhatsApp's latest Terms of Service and Privacy Policy.

Ask the recipient to:

* Open WhatsApp.
* Accept any pending Terms of Service or Privacy Policy updates.
* Restart the application if prompted.

**4. Retry Sending the Message**

After the recipient has completed the required updates, send the message again.

**Does this error mean my WhatsApp Business number is blocked?**

No. This error usually indicates a problem with the recipient's WhatsApp account or device, not with your business number.

**Why do I see many messages in Submitted status?**

The Submitted status means that Picky Assist has successfully submitted your message to WhatsApp, and WhatsApp has acknowledged the request by returning a Message ID. At this stage, the message has been accepted by WhatsApp but is still waiting for final delivery to the recipient.

This status commonly occurs when:

* The recipient is temporarily offline.
* The recipient has limited or no internet connectivity.
* The WhatsApp application is not currently active on the recipient's device.
* WhatsApp has accepted the message but has not yet completed delivery.

In most cases, the message status will eventually change to:

* Delivered – if the message reaches the recipient successfully.
* Failed – if delivery is not possible.

However, depending on WhatsApp's internal processing, some messages may remain in the Submitted state for an extended period or may not receive a final status update.

Note: A Submitted status does not indicate an error. It simply means WhatsApp has accepted the message and is still processing its delivery.

**Why do I see "Message Undeliverable" or "This message was not delivered to maintain healthy ecosystem engagement" even though the numbers are valid WhatsApp users?**

This error does not always indicate that the phone number is invalid. WhatsApp may prevent message delivery for several reasons related to recipient eligibility, platform policies, or message quality.

#### Common Reasons

**Marketing Message Limits**

WhatsApp limits the number of marketing template messages that an individual user can receive from businesses within a certain period to maintain a positive user experience.

If a recipient has already received multiple marketing messages from various businesses, WhatsApp may reject additional marketing template messages.

**Invalid or Inactive WhatsApp Number**

The recipient's phone number may:

* Not be registered on WhatsApp.
* No longer have an active WhatsApp account.

**Authentication Template Restriction (India)**

Authentication message templates cannot be sent to WhatsApp users with Indian phone numbers (+91).

If you attempt to send an authentication template to an Indian recipient, WhatsApp will reject the message.

**Terms of Service Not Accepted**

The recipient has not accepted WhatsApp's latest Terms of Service or Privacy Policy.

Until the latest terms are accepted, WhatsApp may prevent message delivery.

**Outdated WhatsApp Application**

The recipient is using an unsupported version of WhatsApp.

### How can I resolve this issue?

Since these issues are related to the recipient's WhatsApp account, you should contact the recipient using another communication channel (such as a phone call, SMS, or email) and ask them to complete the following checks:

* Confirm that their phone number is registered on WhatsApp.
* Send a message to your WhatsApp Business number to verify that the conversation can be established.
* Accept the latest WhatsApp Terms of Service and Privacy Policy (if prompted).
* Update WhatsApp to the latest available version from the official app store.

After the recipient completes these steps, try sending the message again.

Note: If the message was blocked because of WhatsApp's marketing message limits or ecosystem engagement protection, there is no action required from your side. The restriction is enforced by WhatsApp and may be lifted automatically once the recipient becomes eligible to receive additional marketing messages.

**Can Picky Assist fix this issue?**

No. Since the issue is related to the recipient's WhatsApp account, Picky Assist cannot resolve it directly. The recipient must update or activate their WhatsApp account before messages can be delivered.

**Can I retry sending the message?**

Yes. Once the recipient has updated WhatsApp, accepted the latest Terms of Service, or activated WhatsApp on their phone number, you can resend the message.

**How can I check if a phone number is registered on WhatsApp?**

The easiest method is to ask the recipient to send your business a WhatsApp message. If they are able to do so, their number is registered and active on WhatsApp.

**Will this error resolve automatically?**

It depends on the cause.

* If the recipient updates WhatsApp or accepts the latest Terms of Service, message delivery should work normally.
* If the phone number is not registered on WhatsApp, messages will continue to fail until the recipient creates or activates a WhatsApp account.

A message may not be delivered for one or more of the following reasons:

* Your WhatsApp phone number has a Low (Red) Quality Rating.
* Your phone number has reached its current Messaging Limit.
* Your WhatsApp Business Account is under temporary quality or policy restrictions.
* The recipient has blocked your business or opted out of receiving messages.
* Meta has temporarily restricted message delivery to protect the WhatsApp ecosystem.
* Your messaging patterns indicate repetitive, unsolicited, or low-engagement content.<br>

**Can Picky Assist force Meta to deliver my message?**

No. Once Meta decides not to deliver a message, Picky Assist cannot override or force that delivery.

**Does this mean my message failed?**

Not exactly. The message was accepted by Meta for processing but was intentionally withheld from delivery based on Meta's quality and policy evaluation.

**Will the message be delivered later?**

Generally, no. If Meta decides not to deliver a message, it is considered a final delivery decision for that message. Future messages may be delivered if your account health improves and all delivery conditions are met.

**How can I improve my message delivery rate?**

Maintain a good phone number quality rating, send messages only to opted-in customers, avoid repetitive or unsolicited messaging, and regularly monitor your account health in WhatsApp Manager.
